Cecil George Rand – born April 27, 1919 and passed away on November 21st, 2012, at Odd Fellows Retirement Center in Walla Walla, Washington, with family members by his side.

Cecil was born in Kennewick, Washington, to Walter Joseph Rand and Iva Mae Latimer Rand.  His family lived 17 miles southeast of Kennewick on a 160 acre homestead in Horse Heaven Hills.  At five years of age the family moved to Umapine where his father owned and operated a dairy farm.  He attended Umapine Elementary and Umapine High School graduating May 19th, 1937.

He married Anna Mae Louise Bliss on May 27th, 1944, in Walla Walla, Washington.  They were married 43 years before she passed away.  They made their home in Milton-Freewater, OR, after marriage and then moved to Adams, OR, in 1950.  Cecil worked at the Ford Garage in Milton-Freewater, OR, for a few years and then moved to Adams, OR, and he worked as a foreman on Berkeley Davis Ranch for 35 years.  He served as Mayor of Adams and also served on the City Council and the Planning Commission.  He loved is family, RVing , fishing, hunting, gardening and his beloved cat Princess. 

Mr. Rand is survived by his daughters: Kathleen Marie Rand Youncs of Adams, OR, Linda Mae Rand Lopez (Ramon) of Adams, OR, and Donna Jean Rand (Robert Gregoire) of Leander, TX, his brothers Edward Rand of Walla Walla, WA, and Irvin Rand of Modesto, CA, his grandchildren: Mark (Lisa) Youncs, Allison (Kenneth) Faircloth, and Roger (Jeanine) Youncs, and his great-grandchildren:  Kolten, Dylan, Shaelin, and Brielle Youncs, Sheridan Cain, Riley and Rawley Faircloth, and Dennis Lopez.  He was preceded in death by his parents Walter and Iva Rand, his wife Anna Mae Louise Rand, and his sisters, Ruth Givens and Imogene Meier. 

A Memorial Service will be held Wednesday, November 28th, 2012, at 1:00 PM at Burns Mortuary Chapel in Pendleton, followed by a reception at the Pendleton Eagles Lodge #28.  In lieu of flowers, contributions in memory of Cecil Rand may be made to a charity of the donor’s choice, and may be sent in care of Burns Mortuary of Pendleton, PO Box 489, Pendleton, OR 97801.   Send condolences online at www.burnsmortuary.com  Burns Mortuary of Pendleton is in charge of arrangements.
